TIMOMAX organises publicly available government records for informational and transparency purposes. Inclusion of an organisation or award does not imply wrongdoing, endorsement, or a judgment about the effectiveness of the expenditure.

Shelter outcomes

Every figure below is read from the publishing government’s own dataset when this page loads. Nothing is estimated, averaged across jurisdictions, or carried over from a previous period. Where a government does not publish something, this page says so rather than showing a zero.

Los Angeles County Animal Care and Control records species on intake only. Its outcome figures are published for all animals together, so choosing a species narrows what arrived and leaves the outcome table with nothing to show — which means the agency does not publish it, not that no animal of that species had an outcome. TIMOMAX will not apportion a combined outcome total between species to fill the gap.

One jurisdiction is connected. Others are added only once their publisher’s own dataset has been ingested and reconciled — never by transcribing a figure from a report.

Outcomes recorded in 2026-2027

This is the newest reporting period Los Angeles County Animal Care and Control has published data for. It may still be in progress — the agency does not state whether a period is closed, so TIMOMAX does not claim it is. The figures are shown as they stand and are never scaled up to a full year. For a settled comparison, choose an earlier period above.

OutcomeAnimalsCounted as
Adoptedinferred — Foster-to-adopt. Read as a completed adoption because the second word is ADOPT. If the county states otherwise it becomes foster - 425 records moving between two live categories, which does not change the live release rate either way.4,921Live release
Euthanised in care3,109Non-live outcome
Was already deceased when received3,032Not an outcome event
Went to a rescue group2,325Live release
Returned to owner921Live release
Transferred to another agencyinferred — Read as an internal transfer between the county's own care centres. Counted as transfer_out so it can never be mistaken for an adoption, but it is very likely a movement within one agency rather than a placement with another. Flagged for confirmation with Animal Care and Control.671Live release
In a foster home501Not yet an outcome — excluded from the rate
Another live outcomeinferred — The code is undefined by the county. Its grouping establishes a live outcome and it is recorded as one. Deliberately NOT read as 'return to owner' despite the letters - the county spells that RTO, and guessing here would move 2,944 animals into a category the publisher did not put them in. The county does not expand the code. Its own grouping establishes it as a live outcome, so it is recorded as one; what specifically it means is not claimed.156Live release
Died in care130Non-live outcome
Outcome not recordedinferred — The animal was alive when last seen and is not in anyone's care. It is neither a placement nor a death, so it is excluded from the rate in both directions rather than being credited as a live release. Shelter Animals Count treats escapes the same way. The county cannot say what became of the animal. Excluded from every rate in both directions - counting it as a live release would credit the shelter for an animal it lost, and counting it as a death would blame it for one it may not have.22The publisher did not record an outcome — excluded from the rate

Not an outcome. These animals were already dead when they reached the shelter. They never entered care, so they are counted separately and never added to either figure beside them. This tile is the publisher’s intake record; the table above carries its disposition record of the same animals, and the two can differ slightly because the agency counts them at different moments. TIMOMAX prints both rather than picking one and calling it the number.

Live release rate over time

Live outcomes divided by live plus non-live outcomes. Foster is excluded from the numerator because a fostered animal has not yet left the system. Animals received deceased appear in neither part of the calculation. Which categories count as live is read from the database’s own classification of this publisher’s wording.

“Outcomes counted” is the denominator — the animals the rate was calculated from. It is printed because a rate alone misleads at the edges: this file carries a few records with stray reporting years, and a period holding two animals can show a perfect or an empty rate that means nothing. TIMOMAX shows those periods with their true size rather than hiding them behind a minimum it invented. Periods are compared only with each other, within one publisher using one set of definitions, and a period the publisher has not finished reporting is shown as it stands, never scaled up to a full year.

Comparing jurisdictions

TIMOMAX currently holds verified data for one jurisdiction, so there is nothing to compare it against. When a second is connected, a comparison will only be offered where the two publishers share a reporting basis, overlapping periods and the same outcome categories.

Where they do not, TIMOMAX will show the difference instead of a ranking. A shelter that records deaths in care separately looks worse than one folding them into euthanasia, for identical work — a league table built on mismatched definitions rewards worse record-keeping, and we will not publish one.

What these words mean

Intake
An animal entering the shelter system, for any reason — brought in as a stray, surrendered by an owner, seized, or transferred in.
Received deceased
The animal was already dead when it reached the shelter. THIS IS NOT AN OUTCOME. The animal never entered care, so it cannot have been adopted, released or lost. TIMOMAX counts these separately and never adds them to euthanasia or to deaths in care. Combining them would make a shelter's mortality look far worse than its actual record, and would blame it for deaths that happened before the animal arrived.
Died in care
The animal died while the shelter was responsible for it, without being euthanised. Counted separately from euthanasia and separately from received deceased.
Euthanasia
The animal was euthanised while in the shelter's care. A deliberate act, recorded as its own category.
Adoption
The animal went to a new home from the shelter.
Return to owner
The animal was reclaimed by the person it already belonged to.
Rescue / transfer out
The animal went to another organisation — a rescue group or another shelter.
Foster
The animal went to a temporary home. TIMOMAX shows foster separately and EXCLUDES it from the live release rate, because a fostered animal has not yet left the system — its outcome has not happened yet.
Live release rate
Live outcomes divided by live plus non-live outcomes. Foster is excluded from the numerator. Animals received deceased appear in neither part of the calculation. Which categories count as live is read from the database's own classification of each publisher's wording, never from a list of category names kept in the page.

Category wording is the publisher’s own, carried through from the source dataset. Where TIMOMAX has interpreted a term rather than taking it literally, the figure is labelled inferred beside the number. How TIMOMAX handles government data

Requires external serviceShelter intake and outcome records beyond Los Angeles County

Los Angeles County's own published figures are connected and refresh automatically. Every other jurisdiction is absent from this page, which is not the same as zero. Until a second publisher is ingested there is nothing to compare LA County against, and TIMOMAX will not manufacture a peer group by transcribing figures out of reports.

3 datasets would fill this. Each is named below with its publisher and the exact step that connects it.

  • Requires external serviceCity · City of Austin, Texas

City of Austin Open Data Portal (Socrata)

City of Austin · Socrata Open Data API · updates not stated by the publisher

Not yet confirmed against the publisher: the dataset identifier, the column mapping, the licence, the update cadence.

    How this is obtained

Record two identifiers here, not one: the city financial dataset and the Austin Animal Center outcomes dataset. Take each four-by-four from its dataset page URL and confirm both with the metadata probe.

    GET https://data.austintexas.gov/api/views/{four-by-four}.json

No credential is required to read this publisher.

Open City of Austin's own page

Until it is connected TIMOMAX shows nothing here. It does not show a zero, an example row or a projection, because a figure this product cannot check is a figure it has no business printing.

  • Requires external serviceCity · City of New York, New York

    NYC Open Data (Socrata)

New York City Office of Technology and Innovation · Socrata Open Data API · updates not stated by the publisher

Not yet confirmed against the publisher: the dataset identifier, the column mapping, the licence, the update cadence.

    How this is obtained

Find the expense-budget or vendor-payment dataset in the NYC Open Data catalog, take the four-by-four from the dataset page URL, and confirm with the metadata probe. Note that the city's checkbook is published on a separate site from the open data portal, and the two do not share identifiers.

Office of the Controller, City of Los Angeles · Socrata Open Data API · updates not stated by the publisher

Not yet confirmed against the publisher: the portal domain, the dataset identifier, the column mapping, the licence, the update cadence.

    How this is obtained

The Controller's releases and the city's general open-data portal are separate publications on separate domains. Confirm which domain carries the checkbook dataset, record its four-by-four, and confirm with the metadata probe before recording either here.
