Every entry the publisher returned for FY 2026 — 57 in all, not a top-N, including any amount whose place-of-performance state the source leaves blank, which is listed under that name rather than dropped. A state with no figure is one the source returned nothing for under these filters: an absence of records, not a zero. The year is the action-date range in the request, 2025-10-01 to 2026-09-30; this endpoint returns no year label of its own. The same filters asked of the year-labelled endpoint came back labelled 2026.

The map shows where federal money is spent. A state that funds animal control generously from its own budget looks identical to one that does not.

4 datasets would fill this. Each is named below with its publisher and the exact step that connects it.

  • Requires external serviceState · State of California

    California Open Data Portal (CKAN)

California Department of Technology · CKAN API · updates not stated by the publisher

Not yet confirmed against the publisher: the dataset identifier, the column mapping, the licence, the update cadence.

    How this is obtained

Query package_search on data.ca.gov for the department's expenditure dataset, record the package and resource ids from the response, then read the resource's own field names.

    GET https://data.ca.gov/api/3/action/package_search?q=expenditures

No credential is required to read this publisher.

Open California Department of Technology's own page

Until it is connected TIMOMAX shows nothing here. It does not show a zero, an example row or a projection, because a figure this product cannot check is a figure it has no business printing.

  • Requires external serviceState · State of New York

New York State Office of Information Technology Services · Socrata Open Data API · updates not stated by the publisher

Not yet confirmed against the publisher: the dataset identifier, the column mapping, the licence, the update cadence.

    How this is obtained

Search data.ny.gov's catalog for the state expenditure dataset, take its four-by-four from the dataset page URL, then confirm it resolves with the metadata probe below before recording it here.

    GET https://data.ny.gov/api/views/{four-by-four}.json

    How this is obtained

Locate the Comptroller's expenditure dataset on data.texas.gov, record its four-by-four from the dataset page URL, and confirm with the metadata probe.

    GET https://data.texas.gov/api/views/{four-by-four}.json

What this includes — and what it does not

Verified against statute, FAR/CFR, GAO

Included

  • Federal grants and financial assistance

Prime awards above the $25,0001 statutory floor set by FFATA.

  • Federal contracts

Reported to FPDS above the micro-purchase threshold, which rose to $15,0002 on 1 October 2025.

  • Loans

Face value is shown as its own field. Only the loan subsidy cost — the government's estimate of what the loan will actually cost — flows into obligations and outlays.

  • Some subawards

Grant subawards of $30,0003 or more, and contract subcontracts of $40,0004 or more. Self-reported by the prime recipient.

Not included

  • State, county and city spending — all of it

This is the big one for animal welfare. Municipal shelters are funded by city and county budgets, which appear nowhere in USAspending. A shelter running entirely on city money appears on these pages as no records at all unless it also holds a federal award — which is an absence of records, not an absence of money, and TIMOMAX will not print a figure for it until a city publishes one it can read. The datasets that would close this gap are listed below, by name.

  • Tax expenditures

Deductions and credits — including the charitable deduction that funds much of the animal nonprofit sector — are published separately by Treasury and never appear here.

  • Classified and national-security spending

Excluded by statute and by FAR 4.606.

  • Federal salaries and agency operating costs

Absent from award data. They do appear in account-level data by object class, which is a different view.

  • Purchases below the micro-purchase threshold

Government purchase-card spending at or below $15,0002 is largely invisible rather than aggregated into a visible line.

  • Congress, the Judiciary, the Federal Reserve and the Postal Service

Named non-reporting entities in USAspending's own documentation.

Read the numbers with these in mind

  • Award-level outlays only go back to FY2022

Reporting actual disbursements was optional before then — COVID supplementals forced it in April 2020, and it became universal in FY2022. Earlier outlay figures are incomplete.

  • Defense contracts run 90 days behind

DoD and the Army Corps publish on a deliberate delay. Recent quarters understate the largest contracting agency in government.

  • Subaward data is thin and duplicated

GAO found roughly 26% of non-COVID subaward records were likely duplicates (GAO-24-106237, 2023). POGO reviewed the 60 largest assistance programs and found 74% of grant dollars — $712.6B5 — could not be traced to any local level (July 2026).

  • Not every agency reports

GAO found 49 of 152 agencies in the consolidated financial statements did not report to USAspending in FY2022, alongside a $195B6 discrepancy against Treasury’s own financial report (GAO-24-106214, 2023).

  • Organisations are hard to follow across years

The government replaced DUNS numbers with UEIs in April 2022. Tracking one organisation across that boundary depends on a crosswalk that does not always hold.

Counts, not a percentage. A percentage needs a denominator, the denominator here is every jurisdiction in the United States, and nobody knows what that number is. A dataset marked requires external service is not broken — it is a real portal whose dataset identifier TIMOMAX has not confirmed against the publisher, and the row says exactly what would confirm it.

The honest summary: this is the federal slice, and for animal welfare specifically the federal slice is the smaller one. Most money that reaches shelters is municipal. State, county and city sources are the next thing TIMOMAX should ingest; migration 0019 builds the storage, the registry above names the candidates, and until each one is confirmed against its publisher these pages show nothing for it rather than a figure nobody can check.

A note on place of performance

These totals are grouped by where the work happens, not where the recipient is headquartered. A national organisation based in one state may appear across many. Both fields exist on the source record; TIMOMAX shows place of performance because it is the better proxy for where animals are actually affected — and it says so rather than leaving you to guess which one you are looking at.
